Public Service Commission in North Cyprus
Article 93 of the 1975 Constitution of the Cyprus Turkish Federated State, and with some minor modifications, Article 121 of the 1985 Constitution of the Turkish Republic of Northern Cyprus, provide for the formation of a public service commission to deal with all matters concerning public officers.
The Public Service Commission, as stipulated by the above-mentioned documents, has a Chairman and four other members to be appointed by the President of the Republic, each serving a six-year term.
Annually, all activities of the Commission are submitted in the form of a report to the Council of Ministers.
The designated functions of the Public Service Commission include: the appointment, confirmation of promotion, transfer, disciplinary action (including the dismissal or removal from office), placement within the permanent and pension able establishment, and retirement of public officers. There are four types of officials in the public service:
(a) Permanent Personnel,
(b) Contracted Personnel,
(c) Temporary Personnel,
(d) Workmen.
Regardless of their position, the rights and interests of all public officials are safeguarded by the Public Servants Law of 1979.
